Who We Are
The Pirachuk Community Development Association (PCDA) is a community-driven initiative established to address the profound development challenges facing the people of Pirachuk Boma in Twic East County, Jonglei State, South Sudan.
PCDA represents the collective will of the Pareng clan to organize their return, address their most pressing needs, and build a foundation for sustainable development. We believe that lasting change requires not only material resources but also the cultivation of local skills, transparent governance, and a culture of shared responsibility.

Our History
Historical Context
The history of Pirachuk and its people cannot be separated from the broader historical trajectory of South Sudan. The region has experienced decades of conflict, beginning with the long struggle for independence from Sudan and continuing through internal conflicts that have followed independence in 2011.
The Pareng clan, like many communities in Jonglei State, has experienced multiple cycles of displacement. Families have been forced to flee their homes due to armed conflict, inter-communal violence, and increasingly severe flooding.
The Turning Point (2025)
The year 2025 marked a significant milestone for Pirachuk with the formal allocation of the area as a boma, the lowest administrative unit of government in South Sudan. This administrative recognition provided a foundation for organized governance, service delivery, and development planning.
It also created a basis for the organized return of displaced community members who wished to resettle on their ancestral lands. The establishment of PCDA represents the community's response to this moment of opportunity.
Strategic Period (2027-2030)
PCDA's 2027-2030 strategic period will focus on practical, achievable interventions that leverage community contributions while building partnerships with external supporters. The plan is built on the fundamental principle that sustainable development must be community-owned and community-driven.
Our Core Values
Community Ownership
PCDA believes that sustainable development must be owned by the community it serves. Community members are not passive recipients of assistance but active participants in identifying needs, designing solutions, implementing activities, and monitoring results.
Human Dignity
Every person, regardless of their circumstances, possesses inherent dignity that must be respected in all aspects of PCDA's work. This means treating community members with respect, protecting their privacy, and ensuring assistance is provided in ways that preserve self-respect.
Shared Responsibility
Development is a shared endeavor that requires contributions from community members, PCDA, external supporters, and government entities. No single actor can achieve sustainable development alone.
Practical Service
PCDA is committed to practical, results-oriented action that makes a tangible difference in people's lives. This means focusing on interventions that are feasible given available resources and produce measurable improvements.
Honest Stewardship
PCDA recognizes that it is a steward of resources entrusted to it by community members, donors, and partners. This stewardship carries responsibility to use resources wisely and account transparently for their use.
